DSHS-administered tiered fee based on gross annual food sales volume. Guadalupe County has no countywide local health department, so establishments outside a permitting city fall under DSHS. Under SB 1008 (2025), a city may only require a permit that DSHS would require.
Per HB 2844 (2025), effective July 1, 2026 mobile food units are permitted through a single statewide DSHS permit; local/city mobile permits expire June 30, 2026 and are not grandfathered (registration opens June 4, 2026). Local health authorities may still inspect on behalf of the state.
