EPA 608 Refrigerant Rules

What Section 608 is

EPA Section 608 of the Clean Air Act (40 CFR Part 82, Subpart F) governs how refrigerants are handled in stationary equipment — your walk-ins, reach-ins, ice machines, and refrigerated prep tables. As an operator you don't take a test, but you're responsible for making sure the people who service your refrigeration are certified, and for meeting the rules on leaks and recovery. This guide is educational, not legal advice; verify specifics for your equipment and location.

Technician certification: the four types

Anyone who maintains, services, repairs, or disposes of equipment that could release refrigerant must hold the right 608 certification, earned by passing an EPA-approved exam. There are four types:

The certification does not expire. As an operator, it's fair to ask a service tech to show their 608 card — a legitimate refrigeration contractor will have it.

Leak-repair thresholds

For appliances with a large refrigerant charge (the 50-lb threshold under 608), the rules set annual leak rate limits. Exceed the rate and you must repair the leak (and verify the repair) within set timeframes. The trigger rates depend on the equipment class:

So a walk-in or large refrigeration rack (commercial refrigeration) that leaks more than 20% of its charge per year triggers a required repair. The AIM Act extended similar leak-management ideas to HFC systems at a lower charge threshold — another reason to keep good service records.

Recovery, venting, and records

Two other 608 basics matter to operators. First, venting refrigerant is illegal — techs must recover it into approved equipment during service and disposal. Second, keep service records: dates, refrigerant type and amount added, leak inspections, and repairs. For larger systems these records are effectively required, and for all systems they're your proof of compliance and a useful maintenance history. When you dispose of old refrigeration, refrigerant must be recovered by a certified tech before the unit is scrapped.

An operator's short checklist

You don't need a 608 card, but you're on the hook for compliance. A few habits keep you clear:

  • Use only 608-certified technicians and, for larger systems, verify they recover rather than vent.
  • Keep a per-unit log of refrigerant type, charge, service dates, and any refrigerant added — repeated top-offs are the classic sign of a leak.
  • Act on leaks promptly; on larger charges a leak over the class threshold starts a required repair clock.
  • Have refrigerant recovered before disposal of any old unit.
  • Check whether your state adds rules beyond the federal ones — several do.

None of this is exotic; it's mostly good maintenance paperwork. The same log that satisfies the EPA also tells you which unit is failing before it dies during a summer rush.

Does an EPA 608 certification expire?
No. Section 608 technician certification does not expire once earned. A technician passes an EPA-approved exam for the type of equipment they work on and keeps that credential for life. As an operator, you can ask any refrigeration tech to show their 608 card.
What is the leak rate threshold for commercial refrigeration?
Under Section 608, commercial refrigeration triggers a required leak repair at a 20% annual leak rate. Comfort cooling triggers at 10% and industrial process refrigeration at 30%. These apply to appliances above the 50-pound charge threshold, and exceeding the rate starts a required repair-and-verify timeline.
What are the EPA 608 certification types?
There are four: Type I for small appliances (5 pounds of refrigerant or less), Type II for high-pressure appliances like most walk-in systems, Type III for low-pressure appliances like large chillers, and Universal, which covers all three. Most refrigeration service techs hold Universal.
Is it legal to vent refrigerant during service?
No. Section 608 prohibits knowingly venting refrigerant into the atmosphere. Technicians must recover it into approved recovery equipment during service and before disposing of a unit. Violations carry EPA penalties, which is another reason to use a certified contractor.
